Poconos, Hampton or upstate New York?

Looking to go away in late Sept, and looking for a place that is quite, romantic but also has plenty to do such as water activities esp. rafting/kayaking but also a place that will not break the bank, I was looking an all inclusive place in the Poconos, is there place like that in the Hamptons or upstate New York?

remember the poconos and upstate get cold really early. you prob wont get to do those water activities in sept. i was just in the poconos in mid august. it went up to like 65. and in the night went down to the low 40s
