How do you get a dog to like water?

My family has a dog and he fears water, he will take a bath calmly but if you even say the word he starts shaking. I’m adopting a puppy this summer so how can I make her more calm when it comes to water? I will introduce her to it early in the bathtub when she’s small but are where can I find a lake or beach area that I could take a dog to? I live in Ohio and could drive up to the beaches on Lake Erie but I doubt I can take dogs there, unless it’s off season and then it would be too cold. Any ideas where I could go? And any other tips on how I can make her comfortable with water? I could take her kayaking when she is still small and probably will. I know not to use water as a punishment (like spritzing them with it). Is there any way I can create a game with it or something? Thanks in advance!
